WVU Medicine Welcomes Two New Administrators to Expand Specialty Care Services in the Eastern Panhandle
MARTINSBURG, W.Va. — WVU Medicine has added two new administrators to its leadership team: Mark Wells, D.N.P., P.M.G.T.-B.C., F.N.P.-C., A.N.P.-B.C., has been appointed administrator of the WVU Rockefeller Neuroscience Institute, effective in December, and Laura Quesenberry, M.B.A., will serve as administrator of the WVU Heart and Vascular Institute, effective this month.
“These appointments reflect our continued commitment to expanding access to high-quality specialty care across the Eastern Panhandle,” Mark O’Hern, president and CEO of WVU Hospitals East, said. “As our community grows, so does our responsibility to ensure we’re delivering the best care possible. Wells brings extensive experience in clinical operations and healthcare management. He most recently served as vice president of clinical operations at Surgical Spine Associates in Monroeville, Pennsylvania, where he led strategic initiatives, improved operational efficiency, and oversaw a multidisciplinary team. His leadership contributed to significant improvements in revenue cycle management and organizational growth.
Quesenberry joins WVU Medicine following her role as health system administrator (deputy assistant chief of staff) at Walter Reed National Military Medical Center in Bethesda, Maryland. There, she led enterprise-wide initiatives focused on cost savings, operational alignment, and clinical excellence.
“Laura brings a strong background in strategic healthcare operations and a deep commitment to patient-centered care,” O’Hern said. “Her leadership will be instrumental in advancing our cardiovascular services and supporting our team in delivering exceptional outcomes.”
These appointments are part of WVU Medicine’s broader commitment to growth in the Eastern Panhandle and excellence in care delivery.
In 2025 alone, the Health System welcomed more than 50 new physicians across a range of specialties and recently broke ground on a $200 million expansion of WVU Medicine Berkeley Medical Center, a transformational investment that will enhance access, improve infrastructure, and support the evolving healthcare needs of the region.
