Ryon Stubblefield, MHA
Fellowship Alumni
Ryon Stubblefield is a native of Lufkin, Texas. He earned his Master of Health Administration from the University of Iowa and his Bachelor of Science in Healthcare Administration from Sam Houston State University in Huntsville, TX.
During graduate school, Ryon worked for the University of Iowa Hospitals and Clinics and completed his administrative residency at Katherine Shaw Bethea Hospital (KSB Hospital) in Dixon, IL.
Ryon began his journey as the third Administrative Fellow at WVU Medicine in June 2023. He chose the fellowship because of its strong commitment to improving rural healthcare and its unique blend of operational, financial, and human resources experiences. What drew Ryon to WVU Medicine was the opportunity to make a tangible impact in underserved communities while receiving mentorship from senior leaders across the health system.
During his fellowship, Ryon contributed to a wide range of initiatives. He developed and implemented a training program titled Management as a Mental Health Ally, aimed at equipping leaders with tools to support employee well-being. He also served as the interim supervisor in the Phlebotomy Department, gaining valuable frontline leadership experience. As part of his community hospital rotation, Ryon spent time at Uniontown Hospital, where he deepened his understanding of rural hospital operations and community engagement.
Throughout his two-year fellowship, Ryon worked on numerous projects across operations, human resources, and finance. He thoroughly enjoyed his time at WVU Medicine, where he built lasting relationships, expanded his leadership skills, and contributed meaningfully to the organization’s mission.
Kelsey Starr, MHA
Associate Administrator, Orthopaedics
Kelsey Starr is from Martins Ferry, Ohio and obtained her Master of Health Administration degree from The Ohio State University. Kelsey completed the Administrative Fellowship with WVU Medicine in July of 2024. She currently serves as the Associate Administrator for the Department of Orthopaedics.
Kelsey began her journey as the second Administrative Fellow at WVU Medicine in July 2022. She chose the fellowship at WVU Medicine because it offered a unique blend of rotational and project-based experiences, along with an interim management role during the final six months. What set the WVU Medicine fellowship apart from other programs was the robust support from senior leadership, with a team of preceptors offering guidance throughout her two-year experience.
During her fellowship, Kelsey was involved in the opening of the new 150-bed WVU Medicine Children’s Hospital. Just over a year later, she took on an interim position as the Manager of Perioperative Support Services at the Children’s Hospital, marking a full-circle moment for her career. Throughout her fellowship, Kelsey contributed to several key projects, including the implementation of an indoor navigation solution for patients and visitors across 12 WVU Medicine facilities, the operationalization of nurse call buttons on bed railings in nearly 700 inpatient rooms and many more. One of Kelsey’s favorite aspects of the fellowship was being a member of the CEO Council. These monthly meetings provided her with valuable opportunities to learn and network with top leaders at the peak of their careers.
Ashley Ramey, MHA
Previous Director of Operations, Cancer Institute
Ashley Ramey is originally from Nashville, Tennessee and obtained her Master of Health Administration degree from the University of Memphis. She completed her Administrative Fellowship with WVU Medicine in July of 2023. Ashley currently serves as the Director of Operations for the WVU Cancer Institute supporting 15 Cancer Institute locations and over 75 providers across the system. She most enjoys the partnership she has built with the care team and the impact the CI plays in bringing access to Hematology and Oncology care across Appalachia.
Ashley served as WVU Medicine’s first Administrative Fellow beginning July of 2021. She selected WVU Medicine’s Fellowship due to its mission focus, opportunity for growth, rotational structure, and leadership support. As a fellow she worked with multidisciplinary teams to establish annual FTE budgets, participated in physician practice acquisitions, collaborated to implement the Patient Telemetry Tech role into the Transportation Department, established a return on investment capture system for the Robotic Process Automation team, and much more. Ashley’s most memorable role throughout fellowship was serving as Administrator on Call for J.W. Ruby Memorial Hospital, WVU Medicine Children’s, and Fairmont Medical Center.
